About the Position

The Director of Medi-Cal Programs will report directly to the Chief Executive Officer and will sit on the Executive Leadership Team. The successful candidate will be hands on, pro-active and engaged manager and will work with a team of program managers and/or clinical supervisors to ensure the effective and efficient offering of behavioral health services to children, youth, and their families. This is a tremendous opportunity for an experienced licensed clinician (LCSW/LMFT/LPCC) with strong administrative and clinical background who desires to positively impact the lives of children, youth, and families.

This position is a key leadership position in the organization and will be able to identify, implement and monitor existing and new clinical programs that further our agency's mission. The Director of Medi-cal Programs will play a critical role in partnering with the leadership team in strategic decision-making as Pajaro Valley Prevention and Student Assistance, Inc. PVPSA continues to enhance and grow with our programming needs, and this is a tremendous opportunity for an experienced leader with a desire to impact support our staff in their professional grown and provide excellent services.

About the Agency

Pajaro Valley Prevention & Student Assistance, Inc has been the leader of youth prevention and intervention services in the Pajaro Valley. With three current locations and several satellite centers, PVPSA is committed to making access to services a priority for members in the community. Scope of Work

Under the supervision of the Chief Executive Officer, coordinates and evaluates the services and productivity of the Medi-Cal and other counseling programs that will contribute to the agency’s overall success. Will lead the team and be the community liaison with our partners as needed. Excellent written and verbal communication skills.

Functions and Duties

Staff and Program Management:

  • Provides leadership for the implementation of agency clinical services

  • Directly supervises program leads and clinical supervisors to ensures program objectives are met, including individual supervision

  • Serves as the administrative lead evaluator for all personnel of assigned clinical programs and services

  • Identifies programs gaps and opportunities, develops plans and recommends course of action, and assists with implementation of those strategies

  • Develops and maintains a training program for associated program staff and supports them in developing monthly training for direct service team members

  • With support from Human Resources and other Executive Team Members, lead all searches, interviews, and orientation for new clinical program hires.

  • Plans, implements, monitors and evaluates performance goals of Medi-Cal and other clinical programs

  • Monitors staff’s productivity and ensures compliance to quality assurance

  • Acts as liaison between internal and external programs

  • Maintains and fosters positive cooperative working relationships with school and community-based partners

  • Participates as a crisis response supervisor for the agency, as needed

  • Supports the CEO on a variety of reports and records for administrative, evaluative, and professional purposes

Resource Management and Development:

  • With guidance and support from the Finance Director, monitor and prudently manage associated program budgets

  • With support from the Quality Improvement team, monitors program financial productivity and works with program leads and clinical supervisors to address deficiencies

  • Develop, implement and monitor systemic procedures that will ensure clarity of productivity expectations by clinical team members.

  • Participate in annual budget preparation to ensure resources are allocated appropriately to meet the needs of clients and contractual obligations

  • Identifies grants and other financial support that can positively enhance service delivery

  • Coordinate, support, and/or write grants issued by federal, state, and local government or philanthropic agencies

Community Relations and Communications:

  • Serve as a lead representative and spokesperson of PVPSA in several community initiatives and collaboratives associated with assigned or emerging programs.

  • Develop, maintain and foster positive relationships with partnering agencies inclusive of cities, counties, state and community-based agencies and philanthropic agencies.

  • Attending scheduled meetings designated for executive members of the agency.

  • Prepares and conducts presentations of several types to the Board of Directors and to other stakeholders.

  • Identifies opportunities for community events and works with other management leads to implement such events.

Employment Standards

Knowledge of:

  • The Pajaro Valley and the local system of care

  • Medi-Cal billing and productivity standards

  • Principles and practices of planning, organizing and supervising staff and programs

  • Utilization of Electronic Health Records Systems

  • Psychological and social aspects and characteristics of emotional disturbances and mental illness

  • Principles and methods of counseling and the accepted techniques for assessing psychosocial behavior

  • Pertinent laws and regulations regarding health and social service programs

Qualification, Skills, Training and Experience 

Requires Licensure, a master’s degree in Counseling, Social Work, Psychology, or Marriage, Family, and Child Counseling, and a minimum of two years of experience as a Licensed Clinical Supervisor. Must meet the minimum qualifications of the California Board of Behavioral Sciences to supervise MFT or MSW Trainees, Interns, and Associate Social Workers. LMFT/LCSW/LPCC


The ideal candidate has experience in managing programs in the area of behavioral health and experience directly supervising staff. Must have the ability to multitask and work in a fast-paced environment with strong and effective oral and written communication skills. A successful track record in setting priorities, keen analytic, organization, and problem-solving skills with support and enable sound decision making. Finally, this candidate needs to have a good awareness and understanding of the impact mental health and substance abuse services play in securing individual and communal health and wellness.

Valid California driver's license and clearance for agency vehicle insurance coverage. Fingerprinting for

licensing, criminal record clearance and necessary physical exams are required.

Annual Salary Range

$80,080 - $92,702 (Initial offer based on experience). A $1,000 sign-on bonus after completion of the probationary period, usually 6 months.
